UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new survey of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of playing fields and open spaces to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of authorities will need to increase local levies next April to address the growing cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently also found council budgets being stretched by the growing number of children and adults needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (IMD) covering English councils, many participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The data highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the last year, the survey revealed.
